Cheshire East Council has approved plans for eight homes on the site of a former kennels at Hough near Shavington.
The land is at Birchwood House and sits in the open countryside, where the proposal was considered contrary to council policy, according to the source report.
Planning officer Daniel Evans told councillors the council does not have a five-year housing land supply, which had to be given weight in the planning balance.
The applicant’s agent, Jack Dickinson, said the scheme was the final phase of the redevelopment of the former boarding kennels and associated dwelling off Birch Lane.
The proposal does not include any affordable homes on site. Instead, a contribution of £303,743 will be made towards three off-site affordable homes.
A contribution will also be made towards providing a bus stop, with the location to be discussed with the parish council.
The application was moved for approval by committee chair Joy Bratherton, the Crewe Labour councillor, and seconded by Councillor Janet Clowes, the Conservative member for Hough.
The committee voted seven in favour, with one councillor abstaining.
