Halton Council to Decide on 94 Homes at Hilltop Farm
Halton councillors are set to make a decision on plans for 94 homes at Hilltop Farm, despite local objections.

Halton councillors are scheduled to consider plans for 94 homes at Hilltop Farm, a former off-road motorcycle centre located in Preston-on-the-Hill. The proposal is recommended for approval, despite receiving objections from local residents and Preston Brook Parish Council.
The site spans 8.2 acres and is accessed from Hilltop Lane, situated east of the A56 Chester Road. According to planning documents, the land was previously used as an all-electric motorbike centre, which closed during the COVID-19 lockdown.
The application is submitted by Messrs M&S Rutter, represented by Emery Planning, seeking outline planning permission for the development. The proposed housing mix includes 59 three-bedroom market-sale homes, 12 four-bedroom market-sale homes, and 23 affordable homes.
The report indicates that no statutory consultees have raised objections. It also states that planning officers are confident that the proposed housing mix can be secured through conditions, and a biodiversity net gain condition will be imposed.
The Development Management Committee of Halton Council is set to meet on 10 August to discuss the application.
