Chester regeneration plans to shape the city centre’s future go on public display
Chester residents can shape city centre regeneration as the One City Plan and ION Developments’ Northgate Phase 2 plans are showcased at an October 20 event.

Chester residents are invited to participate in shaping the future of the city centre at a public event on Tuesday, October 20, at Chester Picturehouse. The event will run from 4pm to 5pm and will focus on the progress of the One City Plan since its launch in 2012, as well as future plans for city centre regeneration.
Cllr Richard Beacham, Leader’s Champion for the One City Plan, emphasised the importance of community involvement, stating, "Cestrians need to know that there is a plan for the place we love, we need to feel involved and need to know our priorities are part of a shared future vision for this city." He encouraged residents to attend and view a new film showcasing the city's evolution since 2012.
The event will also mark the launch of the second phase of public engagement for the Northgate Phase 2 regeneration scheme, led by ION Developments. Attendees will have the opportunity to watch premiere films highlighting both the One City Plan and the Northgate Phase 2 masterplan.
A panel discussion will follow, featuring representatives from the council, ION Developments, local businesses, youth representatives, and members of the One City Plan working groups. The Northgate Phase 2 project aims to create over 400 new sustainable homes, including affordable housing, in an area of Chester’s city centre that has been previously neglected.
The masterplan seeks to restore historic street layouts while fostering a modern, inclusive community that respects Chester’s heritage. Initial proposals also include a new cultural building adjacent to Town Hall Square, which could provide gallery and performance spaces, community areas, and exhibitions celebrating Chester’s unique history.
Steve Parry, managing director of ION Developments, expressed gratitude for the positive feedback received during the initial engagement in May, where 86 per cent of respondents supported the plans for new homes in the city centre. He invited the community to attend the event and exhibition to see the revised masterplan.
After the cinema event, attendees can view an exhibition on the Northgate 2 masterplan at the former Barclays Bank building next to Chester Cathedral, located at 30 St. Werburgh Street. The exhibition will be open from 5pm to 7pm on October 20, and from 12pm to 5pm on October 21 and 22. It will display how public feedback from the first stage of engagement has influenced the plans and will provide further opportunities for input.
